Dave, Nixon had a 25% approval rating when resigned. More than 25% of the electorate were Republicans. So if by "most" you mean 51% of Republicans, then sure.

Ronald Reagan defended Nixon through to the very end and afterward called on us all to move on because Nixon was a good man. Two years later he was nearly the Republican Nominee, 6 years later he was President.

A consequence of this is that Democrats, as soon as they understand that it's impossible to reach most GOP voters, think it's time to pull the plug. No matter how many people they convince, it's never good enough unless they convince whoever is left unconvinced. But ~50% is good!

I always think about how the GOP hammered away on Clinton's supposed corruption for years, and it seemed to be having no additional effect. And then the Comey letter was unexpectedly released, and all those years of hammering paid off, because it literally tilted the election.
