SOS in PA changed the statute as did their Supreme Court to extend the count, eliminate signature verification etc. The legislature petitioned US Congress to delay certification for an inquiry. That was ignored. I can be convinced. Have an investigation.
1. Some cases did get merits consideration, and plaintiffs failed to offer credible evidence. 2. SoS can't change a statute, but most states allow SoS some administrative discretion w/in statutory bounds. 3. Depends on state law. 4.
