    Our modest solar array generated 80% of our home's consumption yesterday. In February, 53 degrees north. Apparently solar is not actually useless here.

    Grammatical point: "their [libraries'] content budgets simply failed to keep up with the 3 to 4 per cent increases in research funding" makes budgets the subject, which then of course implies that libraries "failed" to capture their share of a purported research "windfall."
