As far as I understand it, these are "collapsed" (treated as a single instance) - so the math changes.
(there is still uncertainty regarding link-text/relevance though)

UX / User first. I approach with that mindset. The "reasonable surfer" model is all about user behavior and trying to plan for the best experience for your valuable content's discovery.

To my mind, it's the only logical approach. In most cases, sites are sales vehicles - you don't want to make the process difficult! You want to make it easy - lead them by the hand and literally walk them from page to page. Same goes with provision of information.
