Ideally, you should change as little as possible:
1) Location (URL (inc. Protocol, Domain(+sub), Directories, Filenames(+extensions) etc.)
2) Code (markup/css/js etc.)
3) Content (text/images etc.)

The more you change at a go: 1) The longer it takes for G to sort 2) The more to go wrong 3) The harder to attribute faults/errors 4) The harder to correct/fix So, if at all possible - change 1 thing (or type of thing) at a time.

If you are moving to a new platform, try to get the new platform to support the original/older URL Structure. If you are changing DN (or sub), then do it in advance + wait. If cleaning up/cutting/merging content, do it before/after as well
