Sounds about right for my old school too, except for the toilet block we'd just cover the holes in the walls with posters and laugh at new kids when they asked why the tap water was yellow. It actually was an excellent school, especially so given the lack of funding.
My school was pretty great too, mainly because of the teachers. And instead of fixing the toilet blocks they eventually got the funding to build a new campus in a different location (I think it opens this year).
