I've met a bunch of people over the years who have an American accent but have never lived in the US. It usually boils down to hanging out with a lot of American people, or watching a lot of Hollywood + Disney Channel growing up.
2 of my cousins spent 10 years of their childhood in Amsterdam and went to an American school. One kept his Australian accept and the other ended up with an American one.
