I’ve observed increased demand for CTO’s who code. Surely by that argument tho’ one should be looking for a CTO who codes, DevOps, Tests, P&Cs, Scrum-masters etc? I feel we misunderstand our needs. Perhaps better would be “do you understand how the work works?”

Not so sure. At least not in the web case, you've got deployment, monitoring and all the other usual suspects to worry about. Coding doesn't cover that or can but only if you specifically probe.

True too. But doesn't modern devops make infrastructure code? If so, definition of 'coding ability' also needs updating w.r.t. assumptions...
