when the hotel runs out of regular rooms, the parlor rooms are all that’s left, so they offer them to you in lieu of heading to another hotel.

On one occasion in Stockholm I was given the room that the computer refused to accept existed. All the other rooms were full, some kind of local sports jamboree. They finally found me a physical key & walked me up there. I don’t think anyone had been in that room for 15+ years.
