tldr; at the end of the day you need to pay the bills. that business case very much exists for an open source graphics stack, so much so that reverse engineering is covered too.

that business case also exists for "upstream first", in userspace. all the discussions and refactoring pay off in short&long term benefits of shared code and infrastructure. where it breaks down is the linux kernel.

every approach for upstream kernel graphics drivers boils down to paying twice: first write the driver&polish for upstreaming, then second team to re-add all the crap just removed for shipping to kernels that customers actually use. it's a sham.
