This isn’t a new problem. There was a lot of discussion at the SIGOPS business meeting this year, and there are various options — going to a multitrack conference, accepting papers without presentation — but those come with downsides that the community has resisted.

How do you see EuroSys fit? It’s held yearly and roughly 6 months apart from SOSP/OSDI. It already doubles the capacity of these conferences. Supposedly it receives papers that failed to be accepted at those.
