That one cop was to out of shape to grab the cuffs from his belt that’s sad, there should be a fitness test required to be a cop or idk maybe a test to see if you can reach around and grab handcuffs without help

There is a firness test. They try it multiple times until they pass. Its the one thing they do that dispatchers don't. We're in the same building and they have trouble running 400 meters.
