Seems interesting, but IMO one of the most compelling reasons to centralize is basically unaddressed (it's mentioned in the setnence "this may not bean entirely technical problem as centralization is frequently driven by economies of scale" but ignored).

I don't really agree with the characterizaiton of that as not a technical problem. There's a discussion about this somewhere on zulip where someone proposed using the spare capacity with a similar argument as the one in the paper. But if you compute the cost of using that...
