They're trying not to get caught by twitter bot heuristics by faving content then using the tweet presented in other peer-bot timelines to create the look of a shared piece of content. Bots do a lot of work to "act natural" to algorithms now.

Try tweeting about "hot takes". The software a bunch of both groups use freaking love it, and often will use them to simulate engagement.

My theory is that there are enough people who read Twitter only slowly, so they create successive delayed waves of RT propagation.

It means that you’ve made it. There are also bots retweeting the orange President because it the twitter algorithm won’t catch them as bots if they act like informed / news-following humans.
