Is there an affordable analytics platform that tracks time on page? Google analytics claims to, but it actually tracks time to first click.

Have your own piwik an option? a micro instance plus RDS should be sufficient.
I think that if i hosted my own analytics I'd just write my own js for it. The piwik js is huge, much larger than I need the data I want.

Give Piwik a try :) The js should be cached on the browser and only downloaded once. Executes very fast
