The claim isn't explicit b/c of the context, but the claim is that the term positive discrimination is intellectual sleight of hand.

When people refer to positive discrimination the unstated and unsupported claim is that the baseline state is no discrimination

If we're talking about the Google manifesto, the data is poor and the situation is messy, so it's less clear what's happening.
