The Skype thing could be due to legal pressure. Biz can be misconstrued as tax avoidance / money laundering if "tokens" never expire, etc

If anything, the legal pressure is in the other direction -- they changed their policy after settling a class action lawsuit on the matter.

credits aren't seized, they're deactivated after 180 days, reactivate to get them back but no loss of funds

As mentioned in the link and in another reply, that policy was enacted after Skype settled a class action lawsuit on this.
