You're showing a graph that goes down continuously since 1950, with a > 15% decline. Seems like a bad way to slice the data.
I'm not sure looking at the entire population necessarily is right either. But your metric is the worst looking.
I don't know for sure. The one thing I can find that's detailed says 25-54 was better. 16-24 may be an oncoming wave of non-participation.
