this comparison is still kind of inaccurate since it doesn't reflect the visual time to load. Full time to load images below fold?
It's webpagetest's "visual complete" time, which is off for animations but otherwise usually pretty reasonable.

No, it doesn't look at anything below the fold. Where are you getting that from? If anything, the viewport is too small.
