only happens on the first login of the day, so it does seem to somehow track the number of successful logins to make sure I do it 2x
When I unlock my work machine it tells me I need to lock and unlock again to authenticate. I guess 2fa means entering the same passwd twice?

is your disk encrypted? I believe one login is for the disk and the other for your user account

Yes, but that seems unlikely because everything seemingly works fine without actually logging in the 2nd time.
