IME it's much easier to use external dependencies at Google (monorepo) than at MS (highly fragmented repos)

My old team had to manually break up packages because the time to uncompress a package was somehow O(n^2)

With nuget, some packages we depended on would take multiple hours to use because of that

Nuget packages are zip files with different extension. Not sure why decompression would be an issue

Yeah this was in Azure. We figured that someone wrote a custom decompressor since no off-the-shelf thing would do that.

Breaking up the package into many smaller packages was suggested by the nuget team, so it was a known issue AFAICT

IIRC our biggest dependency was Quartus, which was > 10GB. That's unusually large, but it shouldn't take hours!
