How is this Excel's fault? Columns can be formatted (data type = Text, for instance) prior to export. Learn, don't call names. 
In short... Don't use Excel.
I have built very powerful toolchains on Excel and Word :)
I have to deal with this on a regular basis, except my extra fun part is that I can't download all of the data as a CSV. XLS only.
I have basically added another column of data to hold the last 8 digits of the string so I can concatenate them back together. FML.
Power Query can transform data to prep for CSV or even clean mangled CSV data.
