for PhDs, I hear about offers up to $400k. These numbers are absurd compared to, say, five years ago.

Anecdotal evidence for bimodal distribution at any level - people who negotiate vs people who don't.

People who negotiate well get all the money that people who don't leave on the table. Add to this the power of compounding.
