I have nothing against devs who do some or all of those, but that's an extremely noisy filter.
some people just have bad luck networking or are bad at it, and have to apply with resumes.
I’d say in many cases, the “greatness” of a given person is more impacted by their environment than skill. Aside from the basic q of
“Does this person know what they’re doing” and “Can they do what we need them to”, resumes are a poor form to convey “greatness”
