Educated guesses: this is either a kernel bug with hardware-dependent reproducibility, or a hardware or firmware bug/errata applicable to a whole class of hardware (e.g. AMD silicon or reference BIOS, or something MSI reuses)

The next question I'd ask is what USB controller the mouse is plugged into: the one embedded into the Ryzen CPU or something on the motherboard? And if so, try the other one, or a USB PCIe expansion card. Also try through a hub and direct.
