I was on the receiving end of this and I think it actually contributed to my dropping out of grad school. I tried to explain why in the rest of this tweet but it didn't even get close to fitting into a tweet. Oh well.
At the time, it was way to early to tell what my options would be, but if the only value of grad school was an R1 job, it seemed like a statistically bad bet based on looking at outcomes of other people at the school.

yeah. I'm not sure that it's all that common these days, but there absolutely are professors (and department cultures) that are all R1-or-loser. I think it's getting less common.

some of them also only talk about the R1 options because its all they know and they are underconfident to give advice on career paths they have no experience with. So they never mention it!
