they don't. they register their party membership with the parties (who are incidentally the government, but not in nearly as official of a sense as you would think). there's no obligation to vote based on party. it is only for participation in party internal politics.

there are no dues or membership requirements, though they will DEFINITELY hit you up for donations all the damn time if you're registered.

because of the duopoly and also gerrymandered districts, there are many places where there's effectively 1 party rule (on the local level anyway) and voting in a party primary is the only significant vote, the general election will be mostly uncontested in most years.
