in the case of the big ones, it usually takes a catastrophic war or unrecoverable natural disaster to do it. in the case of these little ones it's easier but still messy. basically two approaches can work: predation (another archon kills them) or starvation (they run out humans).

in a country like the U.S., predation is the most common way. we don't really like that one though because it just means another archon got bigger. starvation is the best way but short of generational culture shifts it's hard to enact on demand.

it's a gambit. the critical mass problem is quite the monster, but having an ecosystem of more smaller archons has problems too.
