I had a conversation on Saturday with a guy who builds houses in CA and he was absolutely convinced this would not help, because what would happen is luxury apartments would get built in all the convenient places.

If the problem is short supply more is always better even if the more isn't in the highest demand band, it's true. Fifty luxury apartments is better than four luxury houses.

the reason cities (with good economies and positive immigration inflow) are dysfunctional is because of the housing market dynamics. it's the root cause of almost every other problem I can think of. the suburbs were a tragic mistake that punted the problem 50 years down the road.
