I had a conversation on Saturday with a guy who builds houses in CA and he was absolutely convinced this would not help, because what would happen is luxury apartments would get built in all the convenient places.

this is almost exactly what happens in NYC. the cost of real estate development is so high (mostly due to over-regulation and shitty labor rates/corrupt unions) that the only type of development that passes the basic economics is luxury condos subsidized by giant tax abatements

the historical pattern is for these luxury buildings to eventually (10-20 timeline) drop down into middle-class affordable prices, or sometimes the whole building goes co-op it does add more housing stock to the market but not in a timely fashion for lower and middle incomes
