Now that it comes up, I've heard both used, in both contexts. It's very confusing and a lot of the terminology is agenda-driven.

I'm much less up-to-speed on the way the legal situation is discussed for sex work though so if the language is different then today I learned something new in any case, solidarity with sex workers everywhere, who deserve dignity, respect, safety, and $$$$$
