counterpoint: the vast majority of superheroes are also not pair-bonded, and becoming pair-bonded is often the nominal cause of retirement of that character.
super-villain couples are rare and maybe a missed opportunity in general though. the best I could think of at the moment are The Lovers from China Mieville's The Scar, and The Danes from V.E. Schwab's Darker Shade of Magic. maybe more common in fantasy novels than elsewhere?

female villains are often negative female stereteotypes (the hag, the witch, the seductress). villain equality would allow female villains to also portray negative male stereotypes (the brute, the tyrant, the terrorist)
the tradcon case for villain stable monogamy: a villain who is transparently motivated by social dysfunction and resentment is not a very interesting character. villains in stable marriages with good families can be motivated by actually interesting causes.
