its the most munchkin'd out edition by an enormous margin. it more or less tunnel-visions playgroups into combat oriented encounters because it is so painstakingly combat stats oriented. tabletop combat is very boring compared to vidyo.

The math is bad, very bad. It's very difficult for a ref to assess the relative difficulty increases of changing the TN for success, changing the minimum # of successes needed, or docking dice from the pool to be rolled.

To get into specific game lines, Vampire does a poor job of delivering the promised 'struggle to remain human in the face of your inhumanity' experience and quickly devolves into super-combat with fangs.

Exalted has combat artifacts where only two things matter, initiative and fuel for perfect defenses. The setting has many Problematic Elements but that's endemic to WW, and while the bad bits are Bad they aren't the worst by a long chalk.

D&D's wargame pedigree has made it combat-focused ab initio; 4E was merely the only edition to openly acknowledge that.

This is what the mechanical rules framework of all D&Ds push towards, yeah, by centering combat but providing a single unified currency for buying noncombat abilities and combat abilities. Unsurprisingly, 'not getting killed' gets prioritized over 'sing good in a tavern'

If anything, 4E provided more mechanical framework at being good at noncombat things than any other edition, and with less of a cost to combat ability, though the feat system remains as much of a hot mess of must-takes and newbie traps as 3.5's.

But utility powers, rituals, and martial practices (a criminally underexplored design space) all give people things to do outside of a stab-heavy environment.
