They are made out of straw and clay on wooden base framework. Each year thousands are made and at the end of the festival immersed into water where it melts away, to be built again next year.

Yes, they are the same. In Bengal she is depicted riding a lion in the form she killed the demon Mahishashur. In North India on the other hand she is mostly depicted riding a tiger. She is the supreme goddess. Kali is another form of Durga/Parvati btw.
