this program is already subject to a lot of arbitrary restrictions on what you can buy with it, and it can be very capricious at times. some of the restrictions make more sense (no tobacco) and others are harder to justify (no "food you would eat in the store").

https://www.fns.usda.gov/snap/eligible-food-items … highlights some of the weirdness of trying to regulate what you're willing to buy for people. a sandwich is not covered but a bag of oreos cookies is covered. beer is not covered but coca-cola is covered. live lobster is covered. toilet paper is not.

the NPR story is already ridiculous, as if SNAP was someone not already batshit insane about its regulations. the headline is dishonest. SNAP already decides what food people get. the proposed change creates bundles of pre-selected products.

this was probably proposed by a policy wonk who was upset that people are getting too much live lobster and coca cola and not enough oatmeal and milk. it's a bad proposal for various reasons but the NPR take on it is both divisive and misleading.
