This goes both ways: sometimes when someone says "the data shows <demo X> is <quality Y>", there IS an implicit "and that's a good thing" at the end!

I attribute much of descriptive —> prescriptive to the equivocal meaning of “necessary” as “condition which had/has to precede thing” and “there is no alternative.”
