feels like a semantic argument with very low content besides preference for word choices. the underlying concept being indicated with the label "equality of opportunity" is the important part. I don't think "negative liberty" is more clear than "opportunity" though.

I'd say "equality of opportunity" in practice means "procedural equality", and phrasing it the first way is to suggest that procedural equality can offer something it actually can't.
