(Very Dystopian) Human Cloning Tax Credit: For each clone that an entity (org, state, individual) wants to create, they must buy 1.5 credits from parents of non-cloned children. The number of credits available to each couple would be limited (maybe 3 credits for 3 children).

That's exactly where I pulled the idea from. A lot of people have been saying 'market forces will curb genetech insanity' and I think this is the kind of market that could be required. It's ugly as hell.

its decent, I give it 7.5/10, hits the right notes for the genre, and it has some personality to it, but it can be a bit samey (most 4x games are) and a bit prone to geographic/map RNG determinism (most 4x games are)
