Japanese cyberpunk is better than western cyberpunk because it understands the only way AI could possibly be a threat to humans is if it can make mechanical tentacles burst out of people's chests and turn them into cyber zombies.

In order for a cybernetic system to expand physically as fast as it does mentally, it will need some sort of nanotech or biomechanical ability to alter it's own hardware in real time. In Rojin Z the machine just re-purposes external hardware to expand it's capabilities.

Intelligence explosion is bio-mechanical tentacle sex and nothing else. This is probably not energy or heat efficient, but nothing in anime ever is. Sorry, those giant robots with beam rifles would probably be tanks or VTOL gunships with big heat sinks.

A human built police mecha probably has really long legs, and a laser for killing hostile drones. It stands above crowds and makes the organics feel "safer" or at least less aggressive.

The anti-personnel version is either a smart land mine that skitters like a cockroach before exploding, or a 2-3 legged being with swords for limbs that moves /very/ fast. Too fast for humans to react too, but not faster than an infantry support drone with a laser.
