I'm going with wrong model. You suppose that it is uniformly agreed that democracy is a good thing. If you disagreed with that premise, how would you behave in a nominal democracy?
Again, wrong model. You think they're uninterested in governing. I think they view governance as being corporate, oligarchic, and authoritarian, and view democratic institutions as obstacles to governance which is why they sabotage them.

I'm diving into a bit of recreational paranoia here, but yes, something like that. Except I don't think they want to overthrow the government. It works better for them if the government is still technically in place but is so crippled as to be ineffectual.
