I haven't read the article but I presume it's in the genere of orthomolecular medicine, meaning that the concentrations would be too low (as far as we know) to have any observable effect in humans. The effects of lithium in higher doses are pretty well understood.

that's more like nanodosing. i'm skeptical that there is much clinical benefit to e.g. LSD microdosing, but a 25 microgram dose is probably not completely without effect.
