where is Peterson claiming that there shall (not should, shall) be limits placed on what topics the poetry is about? It seems like he was expressing a preference for the use of art to examine tragedy, rather than allow the spirit to be crushed by tragedy.
I find his position on speech to be more consistent than your interpretation suggests. He is deeply concerned with laws abridging speech, especially those compelling speech. This doesn't exclude him from having opinions about which speech acts are best and should be promoted.
