From what I gathered (reading only one book of his, granted) is that his position is that asking "what is consciousness?" cannot be met with a meaningful answer (though, obviously, he spends a lot of time on discussing the process of how this question is asked and answered).

yes, that's about right. his position is based on a desire to not entertain the so-called "hard problem" of consciousness and focus inquiry on material causes only. it's really more of a political agenda for research programs than a philosophical position.
