so...the amount of carbon in the burnable parts (above ground shoots) is really dwarfed by the amount of carbon in the non-burnable parts (mostly topsoil accumulation that builds up over decades).

Indeed. Photosynthesis in general, but especially in soils with the right biology, is *the most promising* (and natural, and inexpensive) way to draw carbon out of the atmosphere and sequester it where it belongs, came from, and is needed.
