what incentivizes that behavior? I assume they're doing that kind of shit because they make money doing it (and are unethical and criminally negligent as well). why not address the broken incentive instead of just punishing a single bad actor?

well shit. isn't there though? implicit incentive exists in that it would proactively reduce the harm done by bad actors willing to anti-socially exploit an incentive.
