meaning is an attribute of thought. if something can think it can decide what its thoughts might mean. non-human-origin meaning comes from non-human thinkers.

I agree. I can't decide what my thoughts mean. They feel meaningful relative to values/whatever meaning-generating memes I host and contain meaning (in the referential sense... perhaps the definition of a thought is "an awareness of meaning"). To "decide" is just more thought.
