It reads badly. I'm seeing this as yet another instance of descriptive vs. normative confusion. Society saying we ought not tase children. Popo saying it's technically "safe" to tase anyone 7 or older. Also, your pun is charged with potential. I'm stunned.

I hope she sues and I hope she wins. Pig brutality needs to be curbed. Just saying, I expect the department policy being cited is purely a safety guideline and not at all about who deserves to be brutalized.

I suspect the PD's policies, including their safety guidelines as to who can be tased, will come under scrutiny. I don't really have an informed view here. My dad tased me once, but it was for fun (I mean, we got a taser out of some yuppie catalog and wanted to see it in action).
