Oliver Wendell Holmes was a dipshit. The law is a morality. It is an imposition of a morality. Either in acquiescence or prohibition, it proclaims things to be good or evil.

Laws are about function, not morality. We don’t have laws against adultery even though it’s immoral, for example.
