Her job is to lie, cheat, steal, manipulate, and cover-up and she is very good at her job. Zakalwe's job is to pull the trigger on Sma's machinations and he is very good at his job.

interesting she seems to have a pretty strong moral compass in spite of it, particularly w.r.t. sexual honesty and she's v. much not bloodthirsty, cf yelling at Skaffen-Amtiskaw after it slaughters a bunch of murder-slavers

Her sexual honesty is not a personal virtue, rather she is simply a member of The Culture and those are their norms.

HM not necessarily? she has to yell at the robot to make sure her body double doesn't fuck anyone which seems like a flavor of honesty that wouldn't obviously be enforced absent her insistence

she didn't want her fuck buddies to get ahead of where she was at in their play group, also it was a diplomatic mission and fucking in the wrong context might have caused some trouble. not that Sma is one to avoid causing trouble, but she's more strategic about it.

anyway, this is just how Culture citizens are w.r.t sex. to them it's just a form of entertainment. have you read much of the other books in the series? there are lots of similar episodes of culture sluttiness.
