last time I was in SF, chatted with my Uber driver His buddy's a landlord Had to bribe bad tenants $60k to move out, was going to change to an AirBnB to avoid this in the future but City limited AirBnB rentals So he was going to just keep the space vacant because not worth it

does SF have the same fucked up tax incentive as NYC where vacancy losses at one building can be offset against rent profits from another building owned by the same company? a lot of landlords keep units vacant on purpose because the tax offsets are virtual profits anyway.
